Requests the Hawaii Occupational Safety and Health Division of the Department of Labor and Industrial Relations to study and develop quieter alternatives to delivery truck back-up beepers, including promoting programmable switches that can deactivate beepers during specified times.

Directs the study to consider safety and liability concerns associated with alternative alarm systems.

Requires the Department of Labor and Industrial Relations to report findings and recommendations to the Legislature no later than 20 days before the convening of the 2012 Regular Session.

Addresses noise pollution complaints in Waikiki from early morning back-up beepers (starting as early as 5:30 a.m.) that affect the quality of life for residents and tourists in the area.
