Requests the Legislative Reference Bureau to conduct a study identifying measures to determine whether Hawaii's sex offender registration laws (chapter 846E, Hawaii Revised Statutes) are achieving their goals and objectives.

Directs the Legislative Reference Bureau to research studies measuring sex offender registration law effectiveness, studies correlating registration laws with reduced sexual offenses, and measures used by other jurisdictions to evaluate such laws.

Requires the Legislative Reference Bureau to submit findings to the Legislature by October 1, 2011.

Requests the Department of the Attorney General to determine whether sex offender registration laws are being implemented as intended by police, prosecutors, courts, and the Hawaii Criminal Justice Data Center.

Requests the Attorney General to apply identified measures to criminal justice data on registered sex offenders and submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2012 Regular Session.
