Address growing complaints from urban Honolulu residents about noise pollution from vehicles with noisy mufflers, as the DOT currently lacks rules to measure muffler noise.

Base the noise standard on California's adopted decibel limit, which is comparable to a subway train from 200 feet away.

Require DOT to report its findings, recommendations, and progress in adopting vehicle noise regulations to the Legislature no later than 20 days prior to the 2012 Regular Session.

Direct transmission of certified copies to the Director of Transportation, Chief of Police of the Honolulu Police Department, and President of the Hawaii Automobile Dealers Association.
