Requests the State Building Code Council to adopt requirements for automatic fire sprinklers in all new one- and two-family dwelling construction, in compliance with nationally-recognized safety codes.

Cites 2007 data showing home structure fires caused 2,865 civilian deaths and $7.4 billion in direct damage nationally, with 84 percent of civilian fire deaths occurring in home fires.

Notes that fire sprinklers reduce the chance of death in a fire by approximately 80 percent and reduce average property loss by 71 percent per fire.

Requires the State Building Code Council to clarify the definition of one- and two-family dwellings and address issues of water accessibility and availability to all dwellings.

Directs the State Building Code Council to submit a report of findings, recommendations, and actions to the Legislature no later than 20 days before the 2015 Regular Session convenes.
