Commends the City and County of Honolulu for reducing the backlog of street repairs and repaving throughout the city.

Requests the City and County of Honolulu conduct a feasibility study for repair and repaving of side streets along Kalihi Street, from Kalihi Uka Elementary School through Kalihi Valley Park.

Directs the feasibility study to examine widening Kalihi Street through eminent domain, constructing sidewalks, undergrounding electrical and telecommunications wires, and resolving safety concerns at the "S curve" on the 3100 block.

Requests the study address 31 specific side streets in the Kalihi area including Kilohana, Wailele, Ahihi, Murphy, Merkle, Noe, and other named streets, and evaluate expanded bus service access in Kalihi Valley.

Requires the City and County of Honolulu to submit findings and recommendations to the Legislature no later than twenty days prior to the 2012 Regular Session.
