Urges Congress to enact federal legislation prohibiting health insurers from denying coverage to domestic violence victims by classifying domestic violence as a pre-existing condition.

Notes that 42 states have already enacted laws prohibiting this practice, but Idaho, Mississippi, North Carolina, North Dakota, Oklahoma, South Carolina, South Dakota, Wyoming, and the District of Columbia have not.

States that approximately one in four women will experience physical assault or rape by an intimate partner, with 2-4 million assaults on women by partners occurring annually in the United States.

Acknowledges that victims of domestic violence often do not report incidents due to fear of losing health insurance coverage.

Directs transmission of certified copies to the President, congressional leadership, and Hawaii's congressional delegation.
