Urges the Hawaii Public Housing Authority (HPHA) to develop and implement a sustainable plan to repair all public housing units in need of maintenance.

Requests HPHA to explore cost-reduction strategies for renovations and repairs through collaboration with the Department of Public Safety, construction trades, and other relevant entities.

Requires HPHA to submit a report to the Legislature no later than 20 days before the 2012 Regular Session convening on the development and implementation of the repair plan.

Notes that only 24 of 364 vacant public housing units were "rent ready" as of January 2010, and much of HPHA's inventory is nearly 60 years old and in disrepair.

Directs certified copies of the resolution to be transmitted to the Governor, HPHA Board Chairperson, and Director of Public Safety.
