Notes DHHL lost its single largest funding source of $30 million annually in 2015 due to a land settlement agreement with the State, creating significant financial constraints for infrastructure development.

Acknowledges thousands of native Hawaiians have waited years or decades for land leases, with development slowed by limited resources for critical infrastructure such as roads, water lines, and sewer lines.

Recognizes DHHL's efforts to find alternative funding through revenue bonds and partnerships with other native Hawaiian trusts, but identifies need for additional revenue sources.

Directs certified copies be transmitted to the Chair of the Hawaiian Homes Commission.
