Requests the Governor to establish a task force within the Department of Business, Economic Development, and Tourism to develop relationships with 13 specific islands and regions in Oceania.

Task force targets include Tahiti (French Polynesia), Fiji, Vanuatu, Solomon Islands, Cook Islands, Micronesia, Papua New Guinea, Pitcairn Islands, Samoa, Tonga, Tuvalu, Wallis and Futuna, and Westland Province (New Zealand).

Requires the task force to include the Governor, representatives from the Department of Business, Economic Development, and Tourism, and the East-West Center.

Directs the Department to submit findings to the Legislature no later than 20 days before the 2012 Regular Session and to keep the Legislature informed of relationship-building progress.

Calls for certified copies to be transmitted to the President of the United States, Hawaii's Governor, and the heads of state or government of all targeted Oceanic nations and territories.
