HCR 69 Summary

• Requests the State Auditor to conduct a sunrise review of proposed regulation of pharmacy benefit management companies under H.B. No. 275 (2011)

• Identifies pharmacy benefit management companies as unregulated intermediaries that negotiate services and costs between pharmaceutical companies and third-party payors such as insurance companies and businesses

• Cites concerns that regulation would stabilize health care costs through disclosure of drug costs and financial contracts, and establish oversight of unregulated auditing practices by pharmacy benefit management companies

• Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the Regular Session of 2012

• Mandates transmission of certified copies to the Auditor and Director of Commerce and Consumer Affairs
