Urges the Hawaii Community Development Authority to open the Kakaako Waterfront Park parking lot from 6 p.m. to 6 a.m. for nighttime parking by working homeless individuals.

Identifies economic downturn, lack of affordable housing, and foreclosures as contributing factors to homelessness among working individuals living in their vehicles.

Notes that working homeless face safety and security risks sleeping in vehicles on streets and could benefit from designated parking access to services.

References successful implementations of similar programs in California, Oregon, Texas, and Kauai County as models for this initiative.

Requires certified copies be transmitted to the Governor, Director of Business Economic Development and Tourism, and Executive Director of the Hawaii Community Development Authority.
