Urges the Department of Land and Natural Resources and the City and County of Honolulu to reach a final determination on ownership and jurisdiction of an unimproved section of Kaimakani Street (TMK: 1-9-9-05, 28, 29, and 68).

References a 2005 Department of Land and Natural Resources abstractor's finding that the City and County of Honolulu owns Kaimakani Street pursuant to Chapter 264 of Hawaii Revised Statutes and City Council Resolution No. 93-287 (adopted September 29, 1993), subject to a U.S. easement on portions of the street.

Requires both agencies to consider the impact of Act 288 (Session Laws of Hawaii 1993) and City Council Resolution No. 93-287 in resolving the ownership dispute.

Directs the Department of Land and Natural Resources to report findings and recommendations to the Legislature no later than thirty days before the 2012 Regular Session convenes.

Urges both agencies to reach an agreement regarding ongoing maintenance of Kaimakani Street regardless of the final ownership determination.
