Requests the Auditor to conduct a sunrise review on whether large scale dog breeders should be licensed by the Department of Commerce and Consumer Affairs.

Authorizes review of H.B. No. 1621, which would require large scale dog breeding operations to obtain a valid dog breeder license.

Directs the Auditor to assess alternative agencies that could regulate large scale dog breeders as part of the review.

Requires the Auditor to submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2012 Regular Session convenes.

Cites concerns about dog welfare conditions in large scale breeding operations and the need to protect consumers from unhealthy animals.
