Study must identify existing and future water resources for agricultural use on each island, including surface water, subsurface water, and other water-producing facilities

Requires development of strategies to address short-term and long-term water needs for agriculture and bio-energy industries, with planning-level cost estimates and implementation plans including funding alternatives

Progress report due 20 days prior to the 2012 Regular Session, with final report including findings and recommendations due 20 days prior to the 2014 Regular Session

Builds on the Agriculture Water Use and Development Plan completed in 2003 (revised 2004), addressing existing irrigation systems where demand equals or exceeds current capacity
