Requests the State Auditor to assess the social and financial effects of mandating health insurance coverage for therapy and services related to acquired brain injuries under S.B. No. 948 (2011).

Mandated coverage applies to all individual and group hospital or medical service plans, policies, contracts, or agreements effective January 1, 2012.

Auditor must submit findings and recommendations to the Legislature no later than twenty days before the 2012 Regular Session convenes.

Requires the Insurance Commissioner to transmit copies of the resolution to each insurer in the State that issues health insurance policies.

Resolution complies with Hawaii Revised Statutes sections 23-51 and 23-52, which require impact assessments before considering health insurance coverage mandates.
