Requests the State Auditor to conduct an impact assessment of proposed mandatory health insurance coverage for crisis substance abuse and alcohol treatment under Senate Bill No. 731, S.D. 1.

Requires the assessment to evaluate the social and financial effects of mandating coverage for individual and group counseling for crisis substance abuse and alcohol treatment lasting 30 to 60 days.

Mandates the Auditor submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2012.

Requires certified copies be transmitted to the President of the Senate, Speaker of the House, Auditor, and Insurance Commissioner, who must distribute copies to all health insurance issuers in the state.
