Encourages the 112th U.S. Congress to enact federal legislation modernizing the Toxic Substances Control Act of 1976 to strengthen chemical safety management.

Calls for chemical manufacturers to prove all existing and new chemicals are safe and provide health and safety information to consumers and the public.

Requires immediate action to reduce or eliminate harmful chemicals, including persistent, bioaccumulative and toxic substances.

Preserves state and tribal authority to operate chemical management programs more protective than federal standards and establishes safety standards based on best available science to protect vulnerable populations including children and developing fetuses.

Directs transmission of the resolution to the President, U.S. Senate Majority Leader, House Speaker, and Hawaii's congressional delegation.
