Urges the National Collegiate Athletic Association (NCAA) to implement a "Plus-One" model playoff system allowing competition among the top four ranked college football teams to determine a national champion in the Football Bowl Subdivision (FBS).

Criticizes the current Bowl Championship Series (BCS) system for relying on complex mathematical computations, polls, and corporate/television influences rather than on-field performance, and for disadvantaging smaller "Mid-Major" conferences and independent schools.

Notes that the FBS is the only NCAA-sponsored sport without an organized tournament to determine a champion, unlike other NCAA divisions and college sports.

Requests that the NCAA reserve at least 10 percent of seating in the first national playoff championship game for active and veteran members of the U.S. armed forces.

Requests that the NCAA allocate 10 percent of the national championship game proceeds (after expenses) to scholarship foundations at participating schools for handicapped students with financial need.
