Affirms the Parental Rights Amendment to the United States Constitution as introduced in Congress by Representative Peter Hoekstra of Michigan

Proposes a constitutional amendment establishing the liberty of parents to direct the upbringing and education of their children as a fundamental right that cannot be infringed without demonstrating a governmental interest of the highest order

Includes a provision preventing any treaty or source of international law from superseding, modifying, interpreting, or applying to the parental rights guaranteed by the proposed amendment

Urges Congress to propose the Parental Rights Amendment to the states for ratification

Directs transmission of certified copies to the President, Congress leadership, Hawaii's congressional delegation, all state legislatures, and designated parental rights organizations
