Requests the University of Hawaii Sea Grant College Program to review and analyze the potential effects of climate change on Hawaii's coastal and marine resources.

Requires the review to address scientific facts about climate change in Hawaii, environmental impacts on natural resources, economy and human health in short, medium, and long-term timeframes, and policy framework guidelines for state adaptation.

Mandates submission of a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session convenes.

Directs certified copies be sent to the University of Hawaii Board of Regents, University of Hawaii President, Sea Grant College Program Director, and the Center for Island Climate Adaptation and Policy Director.
