Requests the Auditor to conduct a comprehensive financial and management audit of the Department of Education focusing on administrative duties and responsibilities at the departmental level.

Audit shall examine the organization and management of the Department of Education, particularly regarding personnel, and the efficacy of fiscal operations with respect to spending and accountability.

Auditor must submit findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2012.

Cites concerns about Hawaii's public education system's inadequate service delivery, inability to raise student achievement, and recent furloughs that reduced instructional days for students.

References Act 51 (2004) which intended to reduce departmental bureaucracy and place more resources and control at individual school levels, but questions remain about operations and finances.
