Request Department of Public Safety to provide security at Hawaii State Hospital beginning September 1, 2011, in accordance with section 26-14.6, Hawaii Revised Statutes.

Direct Department of Health to advise Department of Public Safety on appropriate security levels needed at the facility.

Require Director of Health, in collaboration with Director of Public Safety, to submit a report to the Legislature no later than twenty days before the 2012 Regular Session detailing security plans, strategies, and timetable.

Report must address short- and long-term strategies for the State's increasing and aging forensic population, including facility needs, capacity issues, and off-site options.

Document notes Hawaii State Hospital has suffered budget cuts and security reductions, averaging six escapes per year and numerous staff assaults, with a December 2009 forensic patient escape remaining unresolved over one year later.
