Request Legislative Reference Bureau to conduct a study of Hawaii state laws that may need amendment to facilitate the Native Hawaiian Government Reorganization Act process and establishment of a Native Hawaiian governing entity.

Study scope includes laws needed to facilitate steps leading to federal recognition and the federal recognition process itself, with attention to statutory groundwork for future long-term negotiations.

Legislative Reference Bureau report must identify laws needing amendment, explain why amendments are needed, and propose amendment language by twenty days prior to the 2012 Regular Session.

Legislative Reference Bureau directed to consult closely with the Office of Hawaiian Affairs during planning and conducting the study.

All government agencies requested to provide full cooperation, relevant data, and information to support the study.
