Requests all active, reserve, and guard components of the United States military and Coast Guard make resources available to provide continual care for domestic animals owned by service members who deploy or relocate.

Encourages military services and Coast Guard to establish a working group with local animal shelters and rescue organizations in Hawaii to address pet care needs for deploying service members.

Addresses the problem of military personnel relinquishing pets to shelters or abandoning animals due to lack of care options during deployment or relocation.

Notes that abandoned animals on military installations can reproduce and increase homeless animal populations in surrounding communities.

Directs transmission of resolution to the Governor, Hawaii's congressional delegation, Secretary of Defense, service secretaries, and commanders of military installations in Hawaii and Pacific region.
