Directs county prosecutors, Department of Health, law enforcement, courts, and other criminal justice agencies to ensure crime victims, their families, and witnesses receive all rights under Hawaii Revised Statutes Chapter 801D.

Requires notification to victims and families of significant events including when a perpetrator is deemed unfit to stand trial, transferred to custody (state hospital, psychiatric institution, or other facility), has a change in custodial status, is rehabilitated, or is released, discharged, or absent without authority.

Mandates that certified copies of the resolution be transmitted to all county prosecutors, police chiefs in Honolulu and the counties of Maui, Kauai, and Hawaii, the Hawaii Supreme Court Chief Justice, and the Administrative Director of the Courts and Director of Health.

Emphasizes that the Legislature intended Chapter 801D-4 rights to have broad application and include notification of "major developments" and "other significant events" beyond just case disposition and defendant release.
