Urges the University of Hawaii College of Tropical Agriculture and Human Resources to develop a coordinated plan assisting home gardeners in forming community-based home organic produce cooperatives.

Plan development shall involve the University of Hawaii's Cooperative Extension Service with assistance from the Department of Agriculture and the Department of Business, Economic Development, and Tourism.

Cooperatives would educate home gardeners about organic produce growth, assist with marketing surplus produce, and provide advice on selling organic produce to the public.

Requires the University of Hawaii to submit a progress report on plan development no later than twenty days before the 2012 Regular Session convening.

Directs certified copies be transmitted to the University of Hawaii President, College Dean, Board of Agriculture Chairperson, Business Economic Development and Tourism Director, and Makiki Neighborhood Board Chairperson.
