Urges the City and County of Honolulu to identify priority public works projects and complete them before the Asia-Pacific Economic Cooperation (APEC) Summit scheduled for November 12-13, 2011 in Honolulu.

Notes that the APEC Summit will bring together leaders from at least 19 nations including the United States, China, Japan, Australia, Russia, and Korea, along with heads of the World Bank and World Trade Organization.

Projects an estimated 20,000 visitors attending the Summit, which would provide economic benefits to Hawaii's tourism industry and struggling economy.

Identifies specific projects for completion including upgrades to Honolulu International Airport (signage, passenger flow improvements), resurfacing of Kalakaua Avenue and Waikiki side streets, sidewalk improvements, landscaping, and graffiti removal.

Directs certified copies of the resolution be transmitted to the Governor, Mayor of Honolulu, and Chair of the APEC Hawaii Host Committee.
