Urges counties to assess and collect an additional 5 percent impact fee on the development cost of single-family, duplex, or multi-family housing units priced at $700,000 or above.

Directs collected fees to be deposited into a special fund administered by the Hawaii Public Housing Authority for developing parks designated for homeless persons.

Requires designated homeless parks to include pavilions with shelter, showers, toilets, potable water, coin-operated laundry facilities, and allow nighttime camping with limited possessions and up to one pet.

Mandates counties refund any additional impact fees that have not been expended or encumbered within 10 years after collection.

Directs certified copies of the resolution be sent to the Governor and mayors and council members of Kauai, Maui, Hawaii counties and the City and County of Honolulu.
