Request Department of Human Services to create a specialized domestic violence unit within the Child Welfare Services Branch to address child welfare cases involving allegations or history of domestic violence in each county.

Unit should appropriately respond to cases where domestic violence has been raised or identified, addressing the well-documented co-occurrence of domestic violence and child abuse.

Department must submit a report on findings, recommendations, status, challenges, and opportunities regarding establishment of the domestic violence unit no later than twenty days prior to the 2012 Regular Session convening.

Resolution cites failures in collaboration between existing domestic violence service agencies and Child Welfare Services, inaccurate assessments leading to life-threatening consequences, and insufficient staff training resulting in wasted state resources.
