Requests the State Librarian to establish a task force with representatives from public, private, philanthropic, governmental, and cultural organizations from all islands to address library service needs in underserved communities.

Task force must identify library services needed in underserved communities and develop resources for facilities, collections, staffing, hours of operation, and services.

Task force must seek community funding sources to offset Department of Education funding losses to community and school libraries.

Task force must submit findings and recommendations to the Legislature no later than twenty days before the 2012 Regular Session convenes.

Task force designated as permanent ad hoc resource to assist the State Librarian in developing and updating the Hawaii State Public Library System long-range master plan.
