Request the Department of Accounting and General Services to allow community groups and non-profit organizations to use state-owned lands in Wahiawa for establishing an open market.

Direct the Department of Accounting and General Services to adopt rules under Hawaii Revised Statutes Chapter 91 to regulate the open market and protect the State of Hawaii from potential liabilities.

Transmit a certified copy of the resolution to the Director of the Department of Accounting and General Services.

Distribute copies to the Wahiawa Community and Business Association, Wahiawa Hongwanji Mission, Wahiawa General Hospital, Hawaii Farm Bureau, and Leilehua High School Future Farmers of America.
