Requests the Department of Land and Natural Resources to convene the Feral Animal Conflict Resolution Working Group to develop and recommend statewide comprehensive feral animals management policies.

Working group composition includes 29 organizations and agencies, including state departments (Land and Natural Resources, Agriculture, Health, Transportation, Defense), University of Hawaii, federal agencies, wildlife organizations, agricultural associations, and humane societies.

Working group must elect a chair and vice chair, engage a disinterested facilitator and consultants, meet at least four times, and deliver a draft report to the Legislative Reference Bureau by November 1, 2011.

Working group tasked with identifying gaps in interagency collaboration, analyzing feral animal control methods, documenting costs and impacts, developing a statewide management policy framework, and reviewing existing statutes for necessary legislative or rule changes.

Final report including findings, recommendations, proposed legislation, minority reports, and continuation recommendations must be submitted to the Legislature and Governor no later than 30 days before the 2012 Regular Session convenes; members serve without compensation.
