Affirms support for a proposed Parental Rights Amendment to the United States Constitution that would establish parental rights to direct children's upbringing and education as a fundamental right.

The amendment text would prohibit the United States or any State from infringing on parental rights without demonstrating a governmental interest of the highest order that cannot be otherwise served.

Amendment would prevent international treaties or sources of international law from superseding or modifying the parental rights protections granted by the amendment.

Urges members of the United States Congress to propose the Parental Rights Amendment to the states for ratification.

Directs transmission of certified copies of the resolution to the President, congressional leadership, and chief clerks of all state legislative bodies.
