Requests County of Hawaii and County of Maui to apply for maximum available federal relief funds and cover required cost-sharing under the Federal Emergency Management Agency's public assistance and individual assistance programs following the March 2011 tsunami.

Requests the State of Hawaii assist both counties in recovering from the tsunami by maximizing available matching funds for federal reimbursements and assembling an intergovernmental task force to expedite relief efforts.

Urges United States Congress to refrain from making cuts to the Tsunami Pacific Alert System.

Requests County of Hawaii and County of Maui expedite building permits for property owners and business owners damaged by the tsunami to enable prompt rebuilding and recovery.

Directs certified copies of the resolution be transmitted to the Governor, Hawaii's Congressional delegation, both county mayors, county planning departments, and the Hawaii FEMA director.
