Urges the Department of Transportation Services of the City and County of Honolulu to fund and install a left-turn signal and left-storage lane at the intersection of Lumiaina Street and Kamehameha Highway in Waikele.

Identifies the Lumiaina Street and Kamehameha Highway intersection as a major traffic chokepoint serving Waikele Premium Outlets, Waikele Shopping Center, Waikele Golf Club, and surrounding communities including Waipio and Crestview.

Notes that area residents have requested the left-turn signal and storage lane to relieve traffic congestion in the growing Waikele community.

Requires certified copies of the resolution be transmitted to the Director of Transportation Services of the City and County of Honolulu, Director of Transportation, Chief of Police of the Honolulu Police Department, and Chairperson of the Waipahu Neighborhood Board.
