Affirms the legislature's intent that amendments to the State Health Services and Facilities Plan be made through the public hearings process with public notice and opportunity to be heard.

Reaffirms that the State Health Planning and Development Agency and Statewide Health Coordinating Council must follow public hearing procedures when preparing and amending the State Health Services and Facilities Plan.

Recognizes that decisions on certificates of need for health care facility capital improvements must be consistent with the State Health Services and Facilities Plan and conducted through public hearings if requested by the facility.

Notes that denial of a certificate of need can prevent health care facilities from receiving Medicare and Medicaid reimbursements.

Requires transmission of certified copies of the resolution to the Governor, Director of Health, state health planning officials, and all county mayors.
