Supports the Thirty Meter Telescope Observatory Corporation's Workforce Pipeline Program to prepare local Hawaii Island workforce for employment at the telescope project and other high-tech companies.

Encourages collaboration between the Thirty Meter Telescope Project and the Department of Education, Hawaii Community College, University of Hawaii at Hilo, charter schools, and community organizations to develop STEM skills training and curricula.

Calls for identification of apprenticeship opportunities and development of preliminary curriculum for students interested in STEM fields to support the pipeline program.

Notes that observatory operations will require approximately 120 full-time jobs and the project commits to hiring local workforce members whenever possible.

Directs transmission of the resolution to leadership of the University of Hawaii system, Department of Education, charter schools, and the Thirty Meter Telescope Observatory Corporation Board.
