Establishes an Agricultural-Lands Loss-Mitigation Task Force to study how the Land Use Commission can require mitigation for the loss of agricultural lands in Hawaii.

Task Force composition includes the Chairperson of the Board of Land and Natural Resources (serving as Task Force chair), Board of Agriculture Chairperson, Land Use Commission Executive Officer, and representatives from the Land Use Research Foundation of Hawaii, Hawaii Farm Bureau Federation, Hawaii Crop Improvement Association, and Hawaii Developers' Council.

Task Force must submit findings and recommendations to the Legislature no later than 20 days prior to the convening of the Regular Session of 2012.

Task Force chair must submit draft proposals to the Legislative Reference Bureau for drafting no later than November 1, 2011, with the bureau requested to assist in preparing the final report and any proposed legislation.

Certified copies of the resolution must be transmitted to the Governor, relevant state agencies, and agricultural and development organizations.
