Establishes a Flood Control Task Force to review and study flood control challenges in Hawaii, particularly on the windward side of Oahu.

Task Force composition includes the Chairperson of the Board of Land and Natural Resources (as chair), Vice Director of Civil Defense, and scientists from the University of Hawaii specializing in climatology, geology, and environmental sciences.

Task Force must review flooding phenomena related to climate change and rising sea levels, methods to mitigate flooding and improve flood control, and ways to reduce damage to homes, businesses, and property.

Task Force must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2012 Regular Session convenes.

Legislative Reference Bureau is requested to assist with the report; Task Force chair must submit draft proposals for drafting by November 1, 2011.
