Recognizes Japan's March 11, 2011 earthquake (9.0 magnitude) and subsequent tsunami as the country's most severe natural disaster in the past century, resulting in significant loss of life and property.

Acknowledges the widespread destruction of homes, infrastructure, nuclear power plants, and essential services, leaving many families homeless and lacking electricity, water, food, and medical care.

Directs preparation of a joint letter from Hawaii's legislative majority and minority leaders and the Governor to Japan's Prime Minister expressing condolences and Hawaii's commitment to support the Japanese people.

Encourages local Red Cross chapters, Salvation Army, churches, and charities to send basic necessities including clothing, blankets, non-perishable food, and medical supplies to Japan.

Requires certified copies of the resolution be sent to Japan's Prime Minister, all 47 prefectural governors, U.S. federal leaders, Hawaii's Governor, and specified relief organizations.
