Director of Public Safety is requested to form a task force to plan and design a correctional treatment facility housing 1,000 to 1,200 inmates on undeveloped Hawaiian Home Lands on the Big Island of Hawaii.

Task force shall include state and county officials and community leaders from Public Safety, Hawaiian Homes Commission, Business and Economic Development, County of Hawaii Planning and Research departments, and Hawaiian home lands beneficiary representatives.

Facility design should emphasize intensive rehabilitation programs for chemical dependency, substance abuse, and mental health treatment, with accreditation by the American Correctional Association.

Task force shall evaluate construction and operation by state or private entities, identify suitable sites, propose financing mechanisms (bonds, certificates of participation), and assess feasibility of community-based alternative programs.

Task force must submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2012 Regular Session convenes, including preliminary design, cost projections, and site prioritization.
