Requests the Department of Health to establish a task force to implement Act 1, Session Laws of Hawaii 2011, which extends marriage rights and protections to civil union partners, effective January 1, 2012

Task force should review experiences of other states managing the volume of civil union license applications in the first days after a civil union law takes effect

Task force should consider pre-filing, pre-screening procedures, and authorization of temporary agents who waive fees for civil union licenses

Director of Health to serve as chair, convene the task force immediately, and complete recommendations by January 1, 2012, with task force proceedings to terminate by June 30, 2012

Director of Health must submit task force findings and recommendations, including any proposed legislation, to the Legislature at least twenty days before the 2012 Regular Session convenes
