Requests the Department of Land and Natural Resources and County of Kauai to collaborate on creating uniform rules and ordinances regulating motor vehicle operation on Kauai beaches.

Requires both agencies to develop a uniform definition for the term "motor vehicle" to clarify which vehicles are prohibited or allowed on Kauai beaches.

Addresses conflicts arising from at least four separate government entities (County of Kauai, DLNR Land Division, State Parks Division, and Division of Forestry and Wildlife) each having different rules and definitions for beach vehicle operations.

Directs DLNR and County of Kauai to jointly submit a report to the Legislature no later than 20 days before the 2012 Regular Session detailing actions taken.

Requires certified copies be sent to the Board of Land and Natural Resources Chairperson, Kauai County Mayor, and Kauai County Council Members.
