Requests the Chairperson of the Board of Land and Natural Resources to report to the Legislature by December 15, 2011, on the progress of the Koke'e state park advisory council

Requires the report to address implementation status of the Koke'e state park master plan, which had been unclear nearly three years after the council's establishment by Act 223 in 2008

Directs the advisory council to include recommendations for implementation of the Koke'e state park master plan in the report

Notes that implementation of the master plan would enable the State to assess user fees for park maintenance and conduct needed repairs to park facilities

Mandates transmission of certified copies to the Koke'e state park advisory council chair, Board of Land and Natural Resources chair, Senate President, and House Speaker
