Requests the Sergeant at Arms Offices of both the House and Senate to report on the feasibility of creating a telecommunication system allowing neighbor island residents to testify remotely during legislative committee hearings.

Directs the report to examine the current costs of testifying for neighbor island residents and the costs of required telecommunication equipment.

Requires consideration of which forum would best serve the needs of outer island residents and Hawaii legislators.

Authorizes collaboration with state offices, public utilities, businesses, schools, or organizations that can provide guidance on implementing a telecommunication system.

Mandates the report be submitted no later than 20 days before the start of the 2012 legislative session.
