Requests the Legislative Reference Bureau to conduct a study on current law and procedures governing the disposition of vacation credits when public employees transfer between departments within the same jurisdiction or to another jurisdiction.

Requires review of the legislative history of existing law under section 78-23, Hawaii Revised Statutes, and assessment of the rationale and soundness of current procedures.

Directs the Legislative Reference Bureau to survey personnel directors across the State Executive Branch, Legislature, Judiciary, and county governments regarding problems experienced with vacation credit transfers and recommendations for system improvements.

Mandates the Legislative Reference Bureau submit findings and recommendations to the Legislature no later than 20 days before the 2012 Regular Session convenes.

Addresses concerns that current procedures create financial burdens on transferring agencies and inequitable fund transfers when receiving agencies are general fund-financed.
