Requests the Department of Hawaiian Home Lands (DHHL) to partner with the Office of Hawaiian Affairs, Department of Agriculture, and other entities to provide support services to beneficiaries for agricultural and pastoral farming.

Notes that a 2010 study found nearly 20,000 applicants for agricultural and pastoral leases on homestead land, but fewer than 1,600 have been awarded leases.

Identifies that the DHHL Agricultural Task Force (formed in 1998) recommended increased support services, value-added products, and marketing support to boost lease awards and farming participation.

Directs support services to focus on commercial and subsistence agricultural production, best-management practices, and marketing, financial, and business skills training.

Requires certified copies of the resolution be transmitted to the Chairperson of the Hawaiian Homes Commission, Chairperson of the Board of Trustees of the Office of Hawaiian Affairs, and Chairperson of the Board of Agriculture.
