Amends House of Representatives rules to provide for election of an interim Speaker if leadership is not organized at least 45 days before the legislative session begins.

Interim Speaker duties include forming committees, placing newly elected members in offices, and developing a House budget.

Interim Speaker is selected as the representative with the most support among House members, or by plurality vote if no single member has majority support.

Addresses organizational delays that have prevented committees from forming, hindered budget development, and impeded constituent services and communications.

Copies of the resolution to be transmitted to the Speaker, Majority Leader, Majority Floor Leader, Minority Leader, and Minority Floor Leader.
