Urges the Department of Hawaiian Home Lands to release pastoral and agricultural leases to its beneficiaries to provide greater access to ancestral lands for Native Hawaiians.

Requires the Department of Hawaiian Home Lands to submit a report to the Legislature no later than 20 days prior to the convening of the Regular Session of 2012 detailing its activities and efforts regarding the release of pastoral and agricultural leases.

Directs that certified copies of the resolution be transmitted to the President of the United States, Hawaii's Congressional delegation, the Governor, the Hawaiian Homes Commission chairperson, and the Office of Hawaiian Affairs Board of Trustees chairperson.

Affirms that the Department of Hawaiian Home Lands owes a fiduciary duty to its beneficiaries and that pastoral and agricultural leases represent important and viable uses of Hawaiian Home Lands.
