Requests the City and County of Honolulu to assess maximum fines and issue liens against property owners cited for at least three violations within a five-year period in a one-mile radius.

Directs the Corporation Counsel to settle such cases considering the egregious nature of violations and the maximum fines assessed by the Department of Planning and Permitting.

Applies to owners with at least five separate properties within one-mile radius that have accumulated multiple uncorrected violations including failure to obtain demolition permits, overgrown/blighted properties, and other county ordinance violations.

Aims to encourage property maintenance in accordance with community standards and prevent property value reduction in neighborhoods affected by multiple violations from single owners.

Requires certified copies be sent to the Mayor of Honolulu, City Council members, Kahala Community Association, Kahala Business Association, and Waialae-Kahala Neighborhood Board No. 3.
